Central home ministry has sent a circular to Telangana seeking the views of state government. This circular entrusts more powers and responsibilities to the Governor on the common capital of two states Andhra Pradesh and Telangana in the matters of law & order and other issues concerning Hyderabad. In this circular, central government asks the state government to make necessary amendments to the existing business transaction rules of the government.
The circular says that the responsibility of the Governor shall extend to matters such as law and order, internal security and security of vital installations and management and allocation of government buildings in the common capital. Governor will exercise his judgment on the actions to be taken, after consulting with the Telangana ministers. This circular clearly says that the decision of the governor shall be final, and the validity cannot be called in question.
To discuss on this circular Telangana Chief Minsiter and Telangana Rashtra Samiti (TRS) chief K.Chandrasekhar Rao called for a meeting with TRS MPs at his residence on Sunday. In this meeting, KCR has asked the TRS MPs to oppose the circular by making proceedings of the Parliament to stall. After the meeting TRS MPs K.Kesava Rao, K.Kavitha, Seetharam Naik and Vinod Kumar spoke to media and said the central has no business to send a circular giving the powers to the Governor and denying the powers of democratically elected state government. While speaking to media they said that they will stall the Parliament from tomorrow onwards.
